What Happened
The African Union’s Economic, Social and Cultural Council (ECOSOCC) has allocated 20 seats in its 209-member General Assembly to African diaspora civil-society organisations. The structure creates a formal route for diaspora participation in ECOSOCC’s work.
At a September 18 engagement in Washington, D.C., ECOSOCC and the African Union Representational Mission to the United States focused on how those seats can move diaspora participation from formal representation to sustained involvement in African Union processes.
Why It Matters
Creating seats answers only part of the representation question. The next issues are governance: how diaspora organisations are selected, how they communicate with the communities they represent, how they remain accountable, and whether their participation has meaningful influence on African Union priorities.
LexNoir View
Representation creates a seat. Governance determines whether it has a voice. The significance of the 20-seat structure will depend on the rules and practices that connect participating organisations to a diverse global diaspora over time.
